Sypherlink Serves Key Role in California Department of Corrections and Rehabilitation’s $245 Million Criminal Justice Initiative
Sypherlink to work with prime contractor HP Enterprise Services on California Department of Corrections and Rehabilitation’s Strategic Offender Management System initiative.

DUBLIN, Ohio, December 1, 2009Sypherlink, Inc., a leading data-integration-software and NIEM compliance provider, today announced HP Enterprise Services has chosen the Harvester™ metadata discovery and mapping software and Harvester Integrator™ data integration component as part of a $245 million program to automate and streamline offender data systems. Sypherlink software was selected as part of the overall solution to be provided to the California Department of Corrections and Rehabilitation (CDCR).

The Strategic Offender Management System (SOMS) will streamline dozens of databases, record keeping processes and systems with a single integrated solution over a 4.5 year contract period. SOMS will upgrade and standardize adult, juvenile, and parole data and population management practices to further enhance staff, offender and public safety.

According to Sypherlink CEO, James Paat, “a critical portion of this initiative is to analyze and understand the 40 source systems involved, determine what data is available and how data relate across systems, and then move the data into a staging database.”

“Sypherlink Harvester and Harvester Integrator are being used to automate and accelerate this process to reduce project risk, speed time-to-value and reduce the total cost of ownership for the SOMS initiative,” said Paat.

“Sypherlink software is vital in helping our team to extract and analyze legacy system data as efficiently as possible," said John Ward, SOMS Implementation Manager, HP Enterprise Services. "We also use the Harvester suite of tools to transform and load data into the SOMS solution, and to integrate, reconcile and share data to meet project requirements."

According to Paat, Sypherlink is also building a knowledge base of information about the legacy applications currently being maintained by the CDCR. “The knowledge base not only contains mapping and data movement (pre-ETL/ETL) information but also contains rules which identify duplicate data and the means for handling de-duplication. This enables the HP Enterprise Services team to become experts in the legacy applications without having to use them on a regular basis,” continued Paat.
