Sypherlink, Datamaxx Partner to Introduce Industry's First NIEM-Conformant, Software-as-a-Service Information-Sharing Solution for Public Safety Agencies
Partners to demonstrate integration of Datamaxx Omnixx SaaS and Sypherlink NIEM Harmonizer at IACP annual conference

TALLAHASSEE, Fla. and DUBLIN, Ohio, November 7, 2008Datamaxx Group, the leading provider of public safety information technology, and Sypherlink, Inc., a leading information-management-software and NIEM compliance provider, today announced a partnership to provide National Information Exchange Model (NIEM)-conformant information-sharing capabilities in a software-as-a-service (SaaS) offering.

“This is truly an industry first,” said Datamaxx CEO Kay Stephenson. “The partnership allows public safety agencies of all sizes – for the first time – a secure, efficient and cost-effective way to share their critical information – such as arrest, incident and suspicious activity reports (SARs) – with systems like the National Crime Information Center (NCIC) and the International Justice & Public Safety Network (NLETS) in a NIEM-standard format, from a single interface.

“The solution,” she continued, “combines Datamaxx’s Omnixx Enterprise data sharing backbone with Sypherlink NIEM Harmonizer software, to enable law enforcement and public safety agencies of all sizes to participate in critical data sharing programs, while reaping the money-saving benefits of a SaaS model, including:

  • Lower IT costs;
  • Pay-as-you-go access;
  • Economies of scale;
  • Time savings through immediate deployment; and
  • The abililty to leverage operational (vs. capital) budgets

“Datamaxx already enables its more than 500,000 law enforcement users and 10,000 agency customers to access systems like NCIC, NLETS and state criminal justice information systems,” Stephenson said. “With this new service offering, public safety agencies now have an unparalleled ability to analyze traditional, real-time data feeds (such as NCIC, NLETS, etc.) along with operational data feeds (computer aided dispatch, records management, and SAR systems), leveraging NIEM as a neutral standard.”

“A key benefit of this partnership is our ability to drive rapid adoption and compliance of NIEM for agencies of all sizes,” said Sypherlink CEO, James Paat, citing that NIEM was developed as a joint effort with the US Departments of Justice (DOJ) and Homeland Security (DHS) to serve as the “standard” for how data sharing and intelligence efforts should be implemented in order to meet the national mandate for interoperability.

Paat continued to state the benefits of NIEM conformance, citing that major programs, such as the Federal Bureau of Investigation (FBI) National Data Exchange (N-DEx), OneDOJ and various regional and state data sharing efforts require NIEM compliance as the lynchpin for success. “Together, DOJ and DHS have appropriated more than $3 billion in fiscal year 2008 and an estimated $4.3 billion in fiscal year 2009 for federal grant programs to enable local and state agencies to be responsive to federal initiatives,” he said.

“Because of the criticality and sensitivity inherent to public safety information, it is extremely important to ensure the highest level of reliability and security is maintained,” said Paat. “The fact that Datamaxx is the only private company in the United States authorized by the FBI to host criminal justice data – and that its network operations center is routinely audited by the FBI, DHS, NLETS and the Transportation Security Administration – speaks volumes of the security of this offering and the strength of this partnership.”
