Today, law enforcement agencies struggle to share and exchange data cost-effectively and securely across jurisdictional boundaries due to the technically complex, costly, vendor-specific, laborious and mostly manual process required to do so.

The Sypherlink NIEM Harmonizer solution replaces those complex, inefficient methods with a quick, cost-effective and standards-compliant solution for agencies with varying technical expertise, and diverse cost, resource and time restrictions. The solution also provides immediate conformance to NIEM, which has quickly become a requirement for grant funding.

The NIEM Harmonizer solution combines the following configuration and production components to create an out-of-the-box solution for law enforcement data sharing:

Automated discovery & mapping technology
NIEM Harmonizer leverages Sypherlink’s unique data discovery and mapping technology – Sypherlink Harvester™ – to accelerate the traditionally manual and time-consuming mapping process. This technology utilizes a form of artificial intelligence and probability-based matching algorithms to determine where field-level relationships exist across the source system and the receiving application.

Reference Knowledgebase
Sypherlink has worked with and built custom interfaces to dozens of the nation’s leading records, case- and law-enforcement management systems. Mapping templates to these systems are stored in the Reference Knowledgebase and can be leveraged to speed the mapping process.

NIEM Reference Hub
The NIEM Reference Hub contains a fully-relational data model which conforms to the National Information Exchange Model (NIEM) framework set forth by the U.S. Departments of Homeland Security and Justice.

This relational model enables agencies to quickly and easily embrace the canonical NIEM standard.

The NIEM Reference Hub also serves as a staging area for data before it is moved into the production integration environment.

HOW NIEM HARMONIZER WORKS

Sypherlink works directly with agencies and/or their application vendor to implement the NIEM Harmonizer solution to automate every step of the data sharing and conversion process. Here’s how:

Configuring the Application

• Sypherlink leverages its patented discovery & mapping to understand a vendor system and map system data fields to the NIEM relational data model.
• Sypherlink’s Reference Knowledgebase, which includes more than 50 well-known, previously mapped vendor systems, provides jump-start mapping templates to further accelerate this mapping process.
• Mapping results are then used to configure vendor-specific NIEM Harmonizer production components.

Putting it Into Production
Once configured, the NIEM Harmonizer application is delivered to the vendor or agency, to work behind-the-scenes to perform the following tasks:

• NIEM Standardization and Validation – transforms data to conform to the NIEM naming and structural conventions; and
• XML Generation – automatically generates XML conforming to the recipient application’s requirements. The solution supports simple and complex XML requirements – such as the Department of Justice’s LEXS specification.
