Initiatives

Following is a list of local, state and federal initiatives which are successfully building upon the NIEM standard.

National / Federal Initiatives:

  • The Law Enforcement National Data Exchange (N-DEx): a criminal justice information sharing system that will provide nationwide connectivity to disparate local, state, tribal, and federal systems for the exchange of information.


  • U.S. Department of Treasury Office Of Foreign Assets Control (OFAC): OFAC has embraced NIEM as a universal data standard to help ensure the data types it manages, including maintaining lists of Specially Designated Nationals (SDN)- are available in a single, consistent format.


  • U.S. Citizenship and Immigration Services E-Verify: USCIS designed, developed, and implemented this department-wide Enterprise Service Bus (ESB) to address problems involving multiple data sources from internal and external entities that do not share common data architecture.



  • State Initiatives:

  • Alabama:The Alabama Criminal Justice Information Center (ACJIC) successfully developed two NIEM 2.0-conformant Information Exchange Package Documents (IEPDs) and electronic data transmission involving the N-DEx subset of Uniform Crime Report (UCR) incident/offense and arrest data and Suspicious Activity Report (SAR) data.


  • Connecticut: State of Connecticut Criminal Justice Information System and Department of Motor Vehicles Student Transportation Endorsement Offender Match.


  • Florida: Florida Law Enforcement Exchange (FLEX), an initiatite to establish a single, statewide information-sharing infrastructure that would conform to the federal NIEM standard.


  • Massachusetts: Massachusetts Executive Office of Public Safety and Security (EPOSS) successfully utilized NIEM as part of the MassGangs project to support the exchange of information obtained by local, regional, and state criminal justice agencies regarding members of criminal gangs and illegal organizations in Massachusetts.


  • National Capital Region Data Exchange Hub Program: In an effort to establish the technology architecture needed across the jurisdictions, the National Capital Region (NCR) created a Data Exchange Hub (DEH) to act as a switching station for providing secure access to communications systems and applications. As a part of this effort, four information exchanges were developed, based on NIEM.


  • New Jersey: Two NJ projects are actively using and/or developing NIEM and Global Justice XML Data Model (GJXDM) standards for the sharing and processing of data: The New Jersey Data Exchange (NJ-DEx), a key initiative for sharing information both horizontally and vertically in the New Jersey law enforcement community, and NJ-CrimeTrack, a system that supports the New Jersey Governor’s new crime plan, "A Strategy for Safe Streets and Neighborhoods."


  • New York: The state developed a NIEM 2.0-conformant Information Exchange Package Document (IEPD) for the New York State Intra-State Criminal History Report (Rap Sheet) Project.


  • Pennsylvania: The state developed a NIEM 2.0-conformant Information Exchange Package Document (IEPD) for Pennsylvania's Court Case Event Messages through Pennsylvania's Justice Network (JNET).


  • Texas: State of Texas' adoption of NIEM on the Texas Path to NIEM project.


  • Vermont: The Judiciary VCase Courts Management System is a project underway to purchase and convert to a modern, centralized, Web-based case management, document management, and e-filing system to support all courts in the Judiciary. The RFP requires that all exchanges in VCase will be NIEM-compliant.


  • Virginia: The Public Safety Data Interoperability Program created an External Alarm IEPD to provide a standard data exchange for electronically transmitting information between an alarm monitoring company and a Public Safety Answering Point (PSAP). The IEPD created was first GJXDM-conformant, and was recently upgraded to NIEM 2.0 at the City of Richmond.


  • Washington: The state created a NIEM 2.0-conformant IEPD for Driver's License Photo Sharing to provide law enforcement access to photos for positive identification.


  • Regional & Inter-State Initiatives:

  • California-Nevada: Pilot Project Prescription Monitoring Information Exchange (PMIX)


  • CONNECT Initiative: The Consortium for the Exchange of Criminal Justice Technology (CONNECT) is a project initiative by five states (Alabama, Kansas, Nebraska, Tennessee, and Wyoming) which have agreed to pool their collective expertise to make interstate information sharing a reality
  • .

  • The Dallas County Secure Data Exchange (DC-DEx): DC-DEx is a program to improve court processing procedures county-wide by facilitating the electronic exchange of critical incident/offense, arrest, and booking data between law enforcement agencies in Dallas County. DC-DEx will serve as the foundation upon which all future information sharing efforts in the Dallas County regional area will be based, including participation with the FBI National Data Exchange (N-DEx) and other regional, state and national data sharing efforts.


  • US Department of Health and Human Services and National Center for State Courts: These two organizations are collaborating to leverage NIEM to create data exchanges that will improve outcomes for abused and neglected children.


  • New York City Health and Human Services (HHS) - Connect:This project developed NIEM 2.0-conformant Information Exchange Package Documentation to use in the exchange of School Meals form data.
